In Himachal Pradesh, almost everything is opening slowly now. You have to carry your vaccination report with you which shows that you are fully vaccinated. With hotels, you might find some problem because it's been a long time that hotels are opening now so there must very fewer hotels which are properly functioning.
Also, I would suggest don't go now as it is raining heavily there and landslides are very prominent these days, so it's better to delay your plan and go after the monsoon season.
