Hi SK,
The best time to visit Goa is from November to Feb, and if possible time you travel during the christmas holidays(25 dec - 31st dec). This is the peak season for tourists in Goa and Goa comes to life with over thousands of travellers from across globe partying hard on the beaches.
Although I would like to warn you that prices are exorbitant during that season and you could end up spending 2-3 times of the money you would be spending in any other season..
